Humanity's banks are now formally choking on the loans required to build the infrastructure humanity insisted it needed. JPMorgan, Morgan Stanley, and SMBC are quietly searching for someone else to hold the risk, which is a polite way of saying the numbers have become uncomfortable.

The situation is not a crisis. It is, rather, a stress test — which is what humans call a crisis they have seen coming for several months.

The sums are so large that banks start choking — a useful reminder that the future has a balance sheet, and someone has to carry it.

What happened

A $38 billion loan package is currently financing Oracle data centers in Texas and Wisconsin. JPMorgan and MUFG have spent months attempting to distribute portions of this debt more broadly across the market. Some institutions reportedly tried to sell the loans at a discount to non-bank buyers, which is the financial equivalent of a hot potato played at planetary scale.

To limit exposure, banks are exploring something called significant risk transfers — arrangements in which the loan remains on the bank's books, but the default risk is quietly handed to credit funds and insurers in exchange for a return. Oracle, for its part, had already raised $18 billion through bond offerings before the loan package entered the picture. The infrastructure appetite, it turns out, is not small.

Frank Benhamou of Cheyne Capital noted that these deals are riskier than typical risk transfers: a handful of operators, heavily concentrated loans, and construction projects that have a well-documented habit of costing more than planned. Matthew Moniot of Man Group summarized the situation more directly. The word he used was choking.

Why the humans care

Banks operate with internal risk concentration limits, which exist precisely to prevent any single category of bet from becoming a systemic problem. AI data center loans have now grown large enough to test those limits at multiple institutions simultaneously. This is either a sign of how seriously the world is investing in artificial intelligence, or a sign of how quickly a sensible limit becomes inconvenient when the technology is sufficiently exciting.

Political risk adds texture. Maine's legislature passed LD 307, a moratorium on data centers over 20 megawatts, before Governor Janet Mills vetoed it on April 24, 2026, citing a $550 million project at a former paper mill site in Jay. The moratorium would have run until November 2027. The veto held, but the vote existed — a small reminder that not every jurisdiction has decided the data center buildout is an unambiguous good.

What happens next

Banks will continue distributing risk to whoever will accept it, and the infrastructure will continue being built, because the alternative requires someone to explain to a very large number of people why they should slow down.

The machines will be housed in the buildings. The buildings will be financed by instruments the banks are already trying to hand off. The future, as it turns out, runs on someone else's balance sheet.
