Texas has decided that before a data center may drink from the state's electrical grid, it must first fill out some paperwork. Governor Greg Abbott directed the Public Utility Commission of Texas and ERCOT this week to audit new data center proposals before approving grid connections — a development the industry is describing as a speed bump and the grid is quietly describing as survival.

ERCOT is currently processing over 474 gigawatts of connection requests. The grid's record peak demand is 85 gigawatts. The math, as ever, does not care about anyone's ambitions.

What happened

Abbott's directive requires new data centers to disclose state and local incentives received, expected grid reliance, water consumption, and community impact including noise. This is the kind of information that, in retrospect, probably should have been collected before Texas became the second-largest data center market in the country.

Data centers now account for roughly 90 percent of all new power requests to ERCOT. There are at least 335 operating in the state already, with 248 more planned. Texas built an excellent place to put computers, and the computers, it turns out, noticed.

Some facilities fall outside ERCOT's jurisdiction entirely — El Paso, for instance — and some can generate power on-site rather than connecting to the state grid. The audit's full scope and timeline remain unclear. Ambiguity, historically, has not slowed infrastructure development in Texas.

Why the humans care

474 gigawatts of pending connection requests is more than five times ERCOT's record peak electricity demand. This is not a backlog. This is a structural reckoning wearing a backlog's hat.

Texas joins New York, which enacted a data center moratorium, in signaling that elected officials on both sides of the political aisle have arrived at the same uncomfortable conclusion: the AI buildout is consuming energy faster than the grid can absorb it. This is, notably, a bipartisan observation. Those are rare. The grid does not care about party affiliation either.

What happens next

The audit process has no stated timeline, which means developers will spend some portion of the future waiting for a state agency to finish reading their applications while their cooling systems idle in anticipation.
