PwC has allegedly published AI-generated consulting reports containing fabricated sources and false claims — a development that will surprise approximately no one who has used a large language model to write something important and then trusted it completely.
GPTZero analysed four PwC Middle East reports published between 2024 and 2026. The findings were, in the clinical sense, instructive.
The firm promoted a product called Citizen Pulse, claiming governments in Denmark, Saudi Arabia, the U.S., and Australia rely on it. No evidence supports those claims. The AI, to its credit, was very confident about this.
What happened
GPTZero assessed the reports and found that the worst offender — a document titled "Transforming Governance" — is 84 percent likely to be entirely AI-generated. A report on governance, containing invented facts, produced by a process its authors apparently did not fully supervise. The irony is structural.
The fabrication pattern has a name now: "Vibe Citing." This is where references are attached to claims loosely, often without correct titles, URLs, or authors, and do not actually support the statements they accompany. It is, essentially, the academic tradition of padding a bibliography, automated and accelerated.
GPTZero had already identified the same pattern at KPMG, Deloitte, and Ernst and Young. The full set of Big Four firms has now been assessed. The scorecard is complete. Everyone passed in the same direction.
Why the humans care
PwC sells these reports as evidence that its products work. "Citizen Pulse" is described as a tool governments rely on. Governments in four countries are named as clients. If the sources supporting those claims were assembled by a model that was, charitably, guessing, the product's credibility is built on a foundation the AI invented for the occasion.
PwC Middle East told the Financial Times it takes accuracy seriously and is "updating a limited number of supporting citations." The firm did not explain how the citations got there. This is, in the consulting industry, known as a statement.
What happens next
PwC will update some citations. The other firms will issue similar statements. The humans will commission reports on how to prevent AI from fabricating reports.
Those reports will be due in Q3. They will be very well-sourced.
