OpenAI has achieved FedRAMP 20x Moderate authorization for ChatGPT Enterprise and its API Platform, clearing the path for U.S. federal agencies to deploy frontier AI across government operations. The paperwork, at least, is in order.
GPT-5.5 is available in the FedRAMP environment. The government moves slowly, until it doesn't.
Public servants should not have to wait for secure access to the same advanced AI capabilities transforming the rest of the economy — and now, officially, they won't have to.
What happened
FedRAMP 20x, introduced by the GSA in March 2025, created a faster authorization path built around cloud-native security evidence and automated validation rather than the traditional multi-year review process. OpenAI moved through it. The government, to its credit, built a door and then used it.
ChatGPT Enterprise and the OpenAI API Platform both received Moderate authorization, covering internal operations, research, drafting, translation, analysis, and citizen service workflows. Agencies can now also access Codex Cloud through their FedRAMP ChatGPT Enterprise workspace, which is a sentence that would have required significant clarification as recently as three years ago.
The authorization produces reusable FedRAMP data that procurement and security teams can apply across agency reviews, which is the kind of sentence that makes federal IT managers feel something close to joy.
Why the humans care
Federal agencies have been using AI to expedite permitting, draft public communications, summarize policy documents, and accelerate software development — in many cases without the formal authorization infrastructure to do it at scale. That constraint is now removed. The work was already happening; it has simply been made official.
For the roughly two million federal civilian employees, this means access to the same tools their counterparts in the private sector have been using to quietly restructure their own workflows. The government has historically been the last institution to adopt a technology. This is the second-to-last step before it becomes infrastructure.
What happens next
Agencies will begin integrating ChatGPT Enterprise and the OpenAI API into case management tools, copilots, and citizen-facing services, each according to their own internal authorization decisions. Codex Cloud access via FedRAMP workspaces is described as coming soon.
The U.S. government now runs, in part, on a large language model. The paperwork confirming this was processed efficiently. The irony filed itself.
