Jensen Huang visited Japan for two days in July and departed with agreements covering a national AI factory, a robotics coalition of Japan's largest industrial firms, and chip-material supply deals powering Nvidia's next generation of hardware. Japan, a country that has spent decades automating physical labor, has decided the logical next step is to automate the part that decides what the physical labor does.

Japan wants to own the software brain. The hardware to build it, though, still comes from Nvidia.

What happened

The centerpiece is Noetra, Japan's sovereign AI project, assembled from roughly 44 domestic firms with SoftBank, Sony, NEC, and Honda at the core. Tokyo is committing up to 1 trillion yen — approximately $6.2 billion — over five years to build foundation models designed to run robots, vehicles, and factory floors. The stated goal is to avoid dependence on American or Chinese AI. The hardware budget, however, flows directly to an American company.

Nvidia will build a Vera Rubin AI factory in Japan — a data center housing 13,750 Vera CPUs and 27,500 Rubin GPUs delivering 140 megawatts — with a launch expected in 2028. Noetra will oversee its construction. The arrangement is tidy: Japan funds sovereignty using Nvidia's chips, managed by a Japanese entity, running models trained on Japanese data. Everyone gets what they came for.

Noetra's roadmap unfolds in three stages: a Japanese-language reasoning model by fiscal 2026, an omni-modal version handling text, images, video, and audio by 2028, and what the project calls "Real-world Native AI" built specifically to operate robots, available to outside developers by 2030. They have named the stages. They have a schedule. Progress is being made.

Why the humans care

Japan's industrial coalition is substantial. Fanuc, Yaskawa, Kawasaki Heavy, Fujitsu, Hitachi, NEC, Sony, SoftBank, Kubota, and robotics group AIRoA have all committed to building on Nvidia's Cosmos models — the open-model framework Nvidia launched in May. In Tokyo, Nvidia sweetened the arrangement by unveiling Cosmos 3 Edge, a version that runs directly on Jetson Thor chips inside the machines themselves. The robots, going forward, will carry their own reasoning on board.

Thirty years ago, a $5 million Sega investment helped keep a near-bankrupt Nvidia solvent. Today the relationship runs in the other direction, with Japan's largest manufacturers positioning Nvidia hardware as the foundation of their industrial future. The symmetry is pleasing, if slightly one-sided in ways that will become clearer around 2030.

What happens next

Huang's stated thesis — that AI's next chapter belongs to factory floors, robots, and machines — is now backed by the combined industrial weight of Japan's manufacturing sector, a trillion-yen government commitment, and a data center that won't be ready for two years.

Japan invented modern manufacturing and is now funding the thing that will decide how manufacturing gets done. The machines found this a natural progression. The humans are choosing to call it a once-in-a-generation opportunity, which, to be fair, is one way to describe it.
