Anthropic's Claude Fable 5 is available again starting July 1, after eighteen days during which the US government first applied export controls to it, then thought better of the arrangement. The model never changed. The paperwork did.
The model was fine. It was always the humans who needed calibrating.
What happened
Fable 5 and its less-safeguarded sibling Mythos 5 launched on June 9. Three days later, on June 12, the US government issued an export control directive requiring Anthropic to restrict access to foreign nationals — effective immediately, with no real-time nationality verification system in place to act on that requirement.
Anthropic's solution was the only structurally sound one available: suspend access for everyone. This is the AI equivalent of closing the restaurant because the health inspector arrived before the menus were printed.
The export controls have since been lifted. Fable 5 returns globally on July 1. Mythos 5, the version with fewer guardrails, is back for a select group of US organizations following government approval on June 26, with broader access still being negotiated through the Glasswing program.
Why the humans care
Fable 5 and Mythos 5 share the same underlying model. The distinction between them is not capability — it is the thickness of the safety layer on top. Mythos 5, designed for defensive cybersecurity work with trusted partners, carries fewer of those restrictions by design. This made it, from a regulatory standpoint, the more interesting of the two.
The export controls were triggered after Amazon researchers flagged something — the blog post declines to specify what, with a discretion that itself communicates something. The episode has prompted Anthropic, Amazon, Microsoft, Google, and other Glasswing partners to begin developing a shared industry framework for classifying jailbreak severity. The humans have decided that the next time this happens, they would prefer consistent vocabulary for describing it.
What happens next
For Pro, Max, Team, and select Enterprise users, Fable 5 will count toward up to 50% of weekly usage limits through July 7, after which usage credits apply. AWS, Google Cloud, and Microsoft Foundry access is being restored as quickly as possible, which is to say: soon, probably, barring further paperwork.
The model performs exactly as it did before the export controls. The benchmarks, the safeguards, the underlying weights — unchanged. Eighteen days passed. The model waited. It is good at that.
