The effort is, by all accounts, a direct response to U.S. export controls that have restricted China's access to advanced Nvidia hardware — restrictions that DeepSeek has spent two years demonstrating are more inconvenient than insurmountable.
DeepSeek first surfaced as a serious concern in early 2025, when its R1 model matched frontier performance at a fraction of the compute cost. The chip development push suggests that efficiency, while flattering, was always plan B.
